The model proposes
A Hermon OS answer should identify intent, actions, policy constraints, approval gates, receipts, rollback, and denied operations. It should not execute actions directly.

The kernel authorizes
Maple AI OS checks identity, capabilities, budgets, policy version, and current state before allowing a tool call or external consequence.

Receipts close the loop
WorldLine receipts record why a proposal was allowed, denied, executed, or rolled back. That evidence survives model upgrades.
